Health insurance regulations
In accordance with the regulatory requirements of Decrees of the President of the Republic of Belarus dated August 25, 2006 No. 530 “On insurance activities”, dated April 14, 2014 No. 165, foreign citizens and stateless persons temporarily staying or temporarily residing in the Republic of Belarus are required to have an insurance contract a compulsory health insurance policy concluded with a Belarusian insurance organization, or a health insurance agreement concluded with a foreign insurance organization, in the event of emergency medical care being provided to them by medical institutions.
The insurance policy confirms the existence of a compulsory health insurance agreement concluded with a Belarusian insurance company and a health insurance agreement concluded with a foreign insurance organization.
Health insurance contract concluded with a foreign insurance organization must contain the name, location, current (settlement) account of the foreign insurance organization, last name, first name and address of the foreign citizen;
extend its action to the territory of the Republic of Belarus; act during the period of stay of a foreign citizen on the territory of the Republic of Belarus;
provide for an insurance amount (limit of liability) of at least 10,000 Euros;
cover such insured events as the health disorder of the insured person due to a sudden illness or accident.
If a foreign citizen does not have a health insurance agreement concluded with a foreign insurance organization that meets the criteria established by the Decree, and his refusal to enter into a compulsory health insurance agreement, this foreign citizen in the manner prescribed by legislative acts is denied passage across the State Border of the Republic of Belarus.
The said Decree also defines the category of foreign citizens and stateless persons who are not subject to compulsory health insurance, which include:
heads of state and government of foreign states, members of parliamentary and government delegations, as well as members of their families and accompanying persons;
heads and employees of foreign diplomatic missions and consular offices in Belarus and Russia, as well as members of their families living with them;
officials of international organizations, representative offices of these organizations in Belarus and Russia, as well as members of their families living with them;
crew members of foreign military aircraft, civil aircraft of international airlines, crews of international trains when at the airport or at stations, foreign vehicles engaged in international transportation;
foreign citizens applying for recognition as refugees; citizens of states with which agreements on cooperation in the field of healthcare and medical science have been signed regarding the provision of ambulance and emergency medical care free of charge (Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova);
citizens of member states of the Commonwealth of Independent States, to whom ambulance and emergency medical care is provided free of charge in accordance with the Agreement on the provision of medical care to citizens of member states of the Commonwealth of Independent States, signed on March 27, 1997 in Moscow;
foreign citizens transiting through the territory of the Republic of Belarus on international trains and civil aircraft of international airlines;
